'Based on a Dean Koontz novel' had me interested and the fact that Koontz also wrote the screenplay and was active in the production almost had me sold. Alas, it isn't the sci-fi horror it promised to be and comes across as a poor mans Stephen King. That said, it is better than a few Stephen King adaptations I can think of and it is worth watching for the eclectic and very capable cast including Peter O'Toole, Ben Affleck, Rose McGowan, Liev Schreiber. Better than most B-Movies but far from being a Cult classic.
